CHICAGO – illuma, the leader in the field of Enterprise Recruitment Management for mid-market companies, announced today that it has named David Mulligan as its Chief Executive Officer. An experienced executive with a proven track record in delivering high customer service and above-market revenue growth and profitability, Mr. Mulligan will be responsible for illuma's overall business strategy, financial oversight and operations.

Mr. Mulligan was the co-founder and former Chairman and CEO of First Commonwealth, Inc., a leading dental insurance company. First Commonweath was founded in 1987 as a venture-funded start-up, and was twice recognized as one of the fastest growing firms nationally by Inc magazine. The company had a successful public offering 1995 and was subsequently recognized by Forbes as one of the top 200 small cap public companies. First Commonwealth was acquired by the Guardian Insurance Company in 1999 where Mr. Mulligan remained as CEO of the subsidiary until 2004.
Prior to co-founding First Commonwealth, Mr. Mulligan successfully managed the start up of a new health maintenance organization for HealthAmerica Corporation, where he served as Executive Director. Prior to his roles with HealthAmerica, Mr. Mulligan worked in the finance and administrative division of Memorial Sloan Kettering Cancer Center, a major cancer research center based in New York.

Mr. Mulligan holds a Bachelor of Arts degree from the University of Rochester in New York and an MBA from the Samuel Johnson School of Business at Cornell University. He is an inductee in the Illinois Entrepreneur Hall of Fame, a founder and past Chairman of the National Association of Dental Plans and a member of the Chicago chapter of the World President's Organization, Mr. Mulligan has also been listed in the annual list of Crain's Business Magazine of "Who's Who in Chicago Business".
